The two day programme was successfully attended by 72\nsenior level participants from ARF member countries and 1 observer from the\nUnited Nations Development Programme (UNDP).<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"635\" height=\"423\" src=\"https:\/\/www.searcct.gov.my\/wp-content\/uploads\/2019\/12\/ARF-KL-1.jpg\" alt=\"\" class=\"wp-image-936\" srcset=\"https:\/\/staging.searcct.gov.my\/wp-content\/uploads\/2019\/12\/ARF-KL-1.jpg 635w, https:\/\/staging.searcct.gov.my\/wp-content\/uploads\/2019\/12\/ARF-KL-1-300x200.jpg 300w\" sizes=\"(max-width: 635px) 100vw, 635px\" \/><\/figure>\n\n\n\n<p>Dato\u2019 Azmil\nZabidi, Director General of SEARCCT and Ms. Angela Macdonald, Acting High\nCommissioner of Australia officiated the workshop. In their opening remarks,\nboth highlighted the alarming issue of increasing exploitation of the internet\nby terrorists, including the spread of terrorist\u2019s propaganda for recruitment\npurposes that lead to the need for a holistic approach in countering online\nextremist messaging. The Director General of SEARCCT and Ms. MacDonald also\nhighlighted the importance of engaging the civil society and fostering links\nwith companies which host social media platforms, in order to enhance the\ncapabilities of Governments in dealing with the threat of online extremist\nmessaging.<\/p>\n\n\n\n<p>A variety of\ntopics discussed by the experts throughout the seven sessions of the workshop\nwere namely On-line recruitment and radicalisation \u2013 global trends, challenges,\nand responses by Ms Jessie Francescon, Hedayah and Mr Remy Mahzam from the S\nRajaratnam School of International Studies). Mr Thomas Samuel of SEARCCT, Ms\nAnna Sherburn from the Australian Attorney-General\u2019s Department and Dr John\nHardy from Charles Sturt University presented on The Country case studies:\nASEAN Member States and ARF Dialogue Partners which touched on tactics by\nterrorist organisations and emerging trends in online terrorist propaganda in\nthe region and the challenges faced by CVE policy makers and practitioners in\ndeveloping responses. The 3 speakers also discussed on the Case studies of best\npractice responses to<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"635\" height=\"423\" src=\"https:\/\/www.searcct.gov.my\/wp-content\/uploads\/2019\/12\/ARF-KL-2.jpg\" alt=\"\" class=\"wp-image-937\"\/><\/figure>\n\n\n\n<p>Counter\nonline radicalization. Other interesting topic were, Countering Extremist\nMessaging On-Line: Perspectives From Digital Industry whereby representative\nform the social media giants such as Facebook, Google and Twitter collaborated\nin delivering their take of the issue. Perspectives From<\/p>\n\n\n\n<p>Civil\nSociety and Communities in Challenging Extremist Messaging was the topic of the\nfinal session. Renown speakers such as Ms Amina Rasul from the Philippine\nCenter for Islam and Democracy, Mr Musa Mohamad Sanguila from Pakigdait Incorporated,\nMr Don Pathan from the Patani Forum and Mr Pancho Lara of International Alert)\nall participated actively in this session.<\/p>\n\n\n\n<p>The\ninteresting session of the workshop was the Table Top Exercise (TTX) entitled\nOperation New Hope, whereby participants were introduced to a real time\nscenarios and they were expected to formulate new recommendations for\nGovernments to deal with online extremist messaging threats. The session was\nmoderated and facilitated by SEARCCT and Australia Attorney General\u2019s office to\ncreate an environment of free flow ideas and intellectual discourse. This is to\nallow participants to exchange professional views and opinions on the\nrecommendations which was presented by each groups at the end of the session.<\/p>\n\n\n\n<p>Evidently,\nthe ARF workshop provided an avenue for participants to understand and learn\nthe best practices applied by other ARF countries. This would then enabled\nparticipants to provide recommendations that could be implemented in their\nrespective governments. It also provided an opportunity for participants to\nnetwork with giants of the digital industry.
