In her opening remarks, H.E. pointed out
that Malaysia has not been spared from the usage of IED for terrorism purposes.
Despite the absence of serious terrorist-inspired IED attacks in the country,
H.E. reminded the participants on the reports of the many IED materials and
devices that have been recovered by relevant authorities in the past, which are
easily available, making us vulnerable to IED threats. H.E. also alerted the
participants on the recent arrests that included two (2) men who were planning
large-scale car bomb attacks in Klang Valley that was announced by Tan Sri
Khalid Abu Bakar, Inspector General of Police. Mr. Gareth Pidgeon, the Deputy
High Commissioner of the New Zealand High Commission in Kuala Lumpur, who was
also present, stressed on the need and relevance of such training to Malaysian
officials and assured the continuous support from their end on various
collaborative opportunities when it comes to capacity building programmes with
SEARCCT.

Throughout this five-day workshop, a total of four (4) bomb experts/trainers from the New Zealand Defence Force and the New Zealand Police were brought in to share their knowledge and experiences on the subject matter and guided the participants to develop a plan of lessons on safe IED handling, search techniques and IED Awareness.

Apart from the basic IED knowledge, the trainers also exposed the participants to other related subjects such as coordinated incident management mechanism and its IED team arrival questioning format based on the New Zealand Model. Under their close supervision, the participants later carried out table top exercises to put their theoretical knowledge into practice at a nearby shopping complex.
