The Southeast Asia Regional Center for Counter-Terrorism\n(SEARCCT), in collaboration with the Fire and Rescue Department Malaysia and\nthe Canadian High Commission in Kuala Lumpur had successfully organized the\n\u201cChemical, Biological, Radiological, Nuclear and Explosives (CBRNE): Advanced\nFirst Responder Training Programme\u201d at the Fire and Rescue Academy Malaysia (FRAM),\nWakaf Tapai, Terengganu from 26 September to 6 October 2016.This is the third\nadvanced CBRNE training run by the Canadian trainers for Malaysian first\nresponders at the academy.<\/p>\n\n\n\n

The main objective of the advanced training was to provide\nparticipants with advanced knowledge on the CBRNE threat as well as the\nCanadian model of multi\u2013agencies emergency response in handling the threat. A\ntotal of 40 participants were selected from various relevant first responder\nagencies to attend this 10-days training. These agencies included the Malaysian\nArmed Forces, Royal Malaysian Police, Fire and Rescue Department, Ministry of\nHealth, Chemistry Department, Atomic Energy Licensing Board (AELB) and the\nNuclear Agency. A team of eleven Canadian trainers from the various CBRNE\ndisciplines shared their expertise and experiences on CBRNE emergency response\nwith the participants. Apart from the advanced training, SEARCCT also took the\nopportunity of the presence of these Canadian trainers to organize a Training\nof Trainers programme for 8 local trainers from various agencies who were also\npresent at the training as observers.<\/p>\n\n\n\n

The training was officiated by Datin Paduka Rashidah Ramli,\nDirector General of SEARCCT. In her opening remarks, she pointed out that it\nwas a privilege for the Malaysian first responders to undergone advanced\ntraining on CBRNE emergency response with the Canadian expert and expressed her\nhopes that all the participants would take the opportunity to learn as much\nfrom this programe, particularly on the multi agencies operational mechanism\nwhen responding to a CBRNE emergency.<\/p>\n\n\n\n

The training was designed to provide the participants with\nhands-on experiences in responding to CBRNE emergency. The classroom lectures\non the first three days were focused on the theoretical aspects of various\nCBRNE agents and other matters such as personal protective equipments, sampling\nprocedure and decontamination processed. Thereafter, the participants undertook\npractical training exercises.<\/p>\n\n\n\n

The training ended with an exercise where the participants\nwere requested to conduct their own multi-agencies response plan to tackle a\nCBRNE emergency.<\/p>","protected":false},"excerpt":{"rendered":"
